Use a pair of pliers.

Tried that bb
Spray WD40 on.
plastic or metal?
Don’t use too much force – otherwise you might damage the valve stem and then you will have a completely flat tyre and no way of inflating it.

Let the WD40 soak in for a few hours or maybe a day or so, then try again.

A local tyre fitter is unlikely to charge much for removing them for you.
One pair of pliers isn't enough, you need 2 pairs, because the valve is twisting as you apply force.
You need one pair on the valve & the other to turn the cap.
i bough some cheap aluminium type years ago the stuck like superglue to my wheels even pliers had a job to shift them. They seem to corrode themselves to the valves
Yup, if you have metal ones (any metal) you need to twist them off and on again regularly to stop that happening.

They even commented on it at the Jags service as the wife has R-Sport ones.
Dust caps shouldn’t be on long enough to get stuck on, if you are removing them to check tyre pressures regularly, (about once a month) as recommended, as they do lose pressure over time.

Correct pressures are important for safety, legality and fuel consumption.

I use plastic caps, and when I had a problem attaching a tyre inflator, I cleaned the whole length of the threads carefully with a little WD40 on a cloth.
A TINY amount of silicone grease on the valve threads will prevent this happening again.

Yes they are the aluminium ones, I have tried wd40 and the pliers, they are not shifting, so will probably mean a trip, to a tyre place.
Heat might work, but not by that method.

Perhaps a dribble of very hot water to expand them before the double pliers trick.
Adversely, try and tighten them a touch more, then have a go at loosening them.
Old trick my metalwork teacher taught me.
