Open Pourers In A Bar

If a pub/club has bottles on their bar that has pourers on them without plastic caps, are they still fit for consumption? I believe that the alcohol may have started to evaporate, bar flies could be a problem and any dust could have entered the bottle.

I've never seen a pourer with a plastic cap on it

Ideally they should have caps on them, I don't know if there is any legislation on this.
