No, he'll be King Philip until another monarch comes along who wants to use Philip as his regnal name and THEN he'll become Philip I.
I disagree, I think Philip II of Spain was king of England, essentially because his wife said so. The term "prince consort" had to be invented for Albert precisely because it hadn't been used before.
Victoria was the Queen's regnal name. Until then she was known as Alexandrina, but it was felt to be a bit too German sounding I think.

The interesting thing about Mary and Philip's marriage is that Philip ruled alongside Mary, rather than being a step below her. Once they were officially joined in matrimony, he was created "King of England."

PP is correct, Philip was king though the only term-limited one I know of. An act was passed making him King, and signed by the Queen. The correct procedures were followed and no rules were broken (there weren't many in those days). Historians can pretend it didn't happen if they wish; but it did.
