If you have a car accident in London, are you likely to be dragged from your car, wrestled to the ground, handcuffed, arrested and taken to a high security police station for interrogation?

In the TV news clip I saw, several passers by had got the driver out of the car and were sitting on him to make sure he did not get away before the police turned up. They apparently sat on him for several minutes until the police arrived and handcuffed him.
He's lucky he was in London, in other cities he would be in the morgue. In the current climate created by the terrorists it's totally understandable that members of the public react as they did, hindsight is wonderful.
