For London, UK, its at the highest at 1211pm.
And that's for today, it changes every few days by a minute or two.

Yes, it is; however, it's not always 1pm exactly as it still changes by a minute or two every couple of days.

Barry I do not think you are right about this.
Noon, we are on GMT.
Google Time and date.com, and you'll find all kinds of information regarding the weather, sun and moon rising and settings, and much more all over the world...I've had it book-marked for years.

Tora, we are not on GMT at the moment as we put the clocks back in October.
sorry that's the general answer ^^^^ - in reality it varies by a few minutes as others have said mainly because the orbit is elliptical and the day is not exactly 24 hours.
we are on GMT until March when it's BST(GMT + 1)

since the path of the sun at any point ( say London) is different each day, it SHOULD be possible for any photo with the sun in it, if you know the photographers position, to say what day of the year it is and the time

Thanks everyone. My reason for asking is rather odd you may think. It is to do with when to get my washing in from the garden as it does not really get dry at this time of year and I am trying to maximise the outdoors to get some of the water out before resorting to the tumble dryer.
On Jan 1st, Solar Noon in London was at 1204, and on Jan 31st it will be 1213. That's what I meant by it changing every few days.
you mean it is not about intergalactic space travel at super-speed?
find out sunrise and sunset times and hang out between

because I am surrounded by trees, there is only. a few hours when it is worth hanging stuff out in the winter.
