It's the surface tension on water which allows some insects to walk on it but too much weight and they'll penetrate and sink. A bit of washing-up liquid in the water can kill the surface tension and insects which can usually skate will sink.
Exactly - millipedes are heavy enough to break the surface tension; insects like water boatmen aren't but a bit of washing up liquid will see them sink.
