How about a Bible, or a book of poetry, and you could inscribe it with some personal meaningful message.
How about getting a Monopoly "get out of jail free" card laminated. It can inject a bit of humour into a tense time for all, doesn't take up loads of room, can be used as a book mark. In fact I would buy a book about where they are going and place an envelope marked "In case of Emergency"
with a few Aussie dollars and the card inside it - in the book, and tell them to open it on the plane.
How about a St.Christopher! Thats what my brother got me when I went walkabout x
how about a photo of you (and/or your family), maybe one of you and him together - inscribe something memorable on the back and put into a nice frame. the photo can be any size you like, its small enough to put in his case and wont take up alot of room. I think personal messages on back of photos are always a lovely keepsake.
I was going to suggest a collage of photos and you and your twin in either a frame of in a photo album.
Emotional i know, but also very sentimental and personal.
P.S...i would also suggest one for you as well

Flower xx
a tin of soil out of the garden so he can always have a little bit of home to visit
A friendship book. You buy a nice notebook - any size you like - and get family and friends to write little verses or homilies, or draw a picture, stick a photo or whatever, each on signing it with the date. Your contribution is the special one that goes on the first page.

Then your brother takes it away with him and carries on 'collecting' through the years.

I started one for my American cousin this Christmas. We met up in 2005 for the first time in 26 yearsand we've promised it won't be that long again. I've told him he has to present that book to me when we meet up again, so I can put in another little ditty - or he's in trouble.
Dont take the soil as the Oz airport Nazis will confiscate it
hey deapseadiver i was a deep sea diver we may have mutual friends. though i did 13 years in civils so if you spend your time off shore there could be a lot fewer.
