It's 1-1 now, if you count the 1975 referendum. But in any case, I'm not sure on your point. The government would be free to call referendums whenever it so chooses, but in practice it won't.

jim, You shouldn't conflate the two referendums, 1975 was about different issues, it was simply joining the EEC , a trading partnership, the Euro, mass immigration, increasing loss of British sovereignty, expansion and mass immigration were not items on the agenda.
The deal is dead anyway even if by some miracle the PM gets enough votes to pass it first time. Because there’d have to be lots of other votes on the Bill, with all sorts of amendments. And the chances of this parliament passing them takes us into the realms of science fiction. Sensible Brexit failed some time ago: it just remains to be seen if we are willing to plough on into the abyss. I trust not.
Once again, I'm really surprised at all the Tory supporters attacking the democratically elected Prime Minister. Seems that their love for democracy is only applicable for when it suits them.
If true then there's no hope for their party. Lost cause. Keeping a loser who fails to deliver the Brexit that was democratically demanded, tries for anti-Brexit shackles for the UK instead, and pushes hard for it. Postpones the losing vote and goes begging back to their EU masters in the hope of turning things around, just to be dismissed. If true there's no legitimate accounting for the party.
The 1975 referendum was about remaining the EEC . Heath had already shoved us in.
It will be interesting to see how, or indeed if, the public react to this (as measured by polls). So far, signs remain that Theresa May is, at the very least, viewed as "the least worst option" among grassroots Tories.

It was mentioned somewhere I read that Philip May does not want her to fight another General Election.So she may well go in next twelve to eighteen months thus giving someone else time to bed in before 2022.
The predominant issue at the moment is Brexit. Mrs May has shown that she is either unwilling or unable to deliver a proper Brexit. The deal that has been cobbled together by the EU does not do that and in fact places the UK in grave danger of not only being split in two but also of remaining as a vassal state of the EU for as long as that wretched organisation sees fit. But nonetheless she sees it as the only way forward. If that's the best she can do she needs to stand aside and let somebody else have a go (something which she should have done some time ago). If Tory MPs have any integrity they should vote her out because she's obviously either lost the plot or had her palm greased handsomely by the Euromaniacs. But, as usual, I'll not hold my breath because as far as Brexit goes integrity among MPs seems a bit thin on the ground.

Indeed, after Brexit has been achieved and we've spent a couple of decades checking how things went.
