Ultra liberalism has got us where we are today. And it's not about to get better. Feral youths? yes from that clip and their behaviour they do appear that way.
In my younger days the worst thing we did was "knock a door and run away" Not showing off to my mates by running in front of a bus scaring the driver and passengers.
I'm sure many are 'with the driver' to the extent of understanding how a stressful and frightening situation can cause a temporary loss of control, his regret shows he knows that.
He was totally in control and did the thing to reprimand the idiot with a quick slap. Of course he is going to say he regrets it. Spur of the moment type of thing, I very much doubt it is a sincere apology.
Gosh, you're making him sound like a very unpleasant fellow.
A conscientious coach driver with a responsibility for the safety of his passengers encounters a group of young idiots one of which thinks his mates will find it funny if he runs in front of the vehicle.

I haven't defended the boy once during this long thread, of course his actions were irresponsible,dangerous and stupid.
This little bloke wouldn't try this stunt in front of a French bus driver.
