Ask the nurse.
While there can be many complications of diabetes, the symptoms you describe don't seem to match any of the common ones:
https://www.diabetes.org.uk/guide-to-diabetes/complications

It's probably far more likely that you've simply acquired an infection from some other source, such as a tick bite. e.g. https://www.nhs.uk/conditions/lyme-disease/
Are you also on any other medication e.g Aspirin, if so. you could have had a minor knock or injury which should be no big deal.
However, as suggested by Buenchico and his "link, it could be an insect bite.
You say that you are a diabetic, would that be Type 1 or Type 2 and are you on Insulin?
I am watching cricket, but it could also be Erythema nodosum...Google it..........it is also no big deal but commoner in diabetics (I think).
Someone may come up with a link for you ;-)
Watching cricket and offering online diagnosis ... living proof that it's not only women who can multi task.

Tarakerry, could it be an ulcer? Not uncommon in Type 2 diabetics.
If it is, you need to be careful.
You must ask your nurse for more help and info.
Cloverjo......you may be correct but and ulcer is an ulcer and the OP describes a "red circular blood looking "wound"...which my grandma use to call a "blood blister"..........something completely different from an ulcer.........hey! but who knows?
