my pal renewed his passport 9 half years ago
he went to doc to sign paper work
he asked doc how much
doc said u dont hav e to pay for passport
irelad are in the eu
does it still apply

I’m not sure what Ireland being in the EU has to do with it. You have to pay for a passport, and doctors usually charge to countersign the form and photos.
You can get them signed by anyone who holds a license. When I renewed my passport my local shop keeper signed as he holds a license to sell alcohol.

Before that it was the pub landlord. Never been questioned and there are 5 of us.
Northern Ireland is part of the UK , so no passport needed ! But Southern Ireland (The Irish Republic) is an independent country !. However you must have a verifiable way to prove your Identity . A passport is the easiest way to do this ! If we in the UK had official ID cards as most of the rest of the World does, they would be all you need to go to The Irish Republic ! ( or anywhere in the EU)
Some airlines won't let you travel without a valid passport, Ryanair for instance.
To renew a passport you don't need to get photographs countersigned now. You can upload your pictures and renew on-line.
You still have to pay for a passport, wherever and whoever you are! Nothing comes free.
