My neighbours leave there dogs in the garden 24/7 never play with them and feed them twice a day is this cruel?.

I think so - but others may disagree as long as they are fed and cared for.
If yoy're really concerned contact the RSPCA
If they are barking all day and making too much noise you can try containing the environmental health department of your local authority. They maybe able to assist, but it's best to talk to your neighbours first to try and resolve it without involving the authorities. Neighbour disputes have a habit of escalating out of all proportion.
Presumably they have adequate shelter as well as their food and water.  If not, the RSPCA should be contacted as shelter is considered essential.
I feed my dog twice a day, so that sounds fine to me.  Although I have to agree with FP... I'm hoping they have shelter for all types of weather.. but if you think that they don't look in well health or barking all day then I would consider reporting them to the RSPCA.

It certainly sounds like cruelty to me.  As silly moo suggested, contact the RSPCA.  They will not ask for your name or address.
