Who is responsible for speed limits being updated on satnavs?

I recently received a speeding ticked due to my satnav being incorrect. Are authorities obliged to inform satnav manufacturers are kept up to date with changes?

iTunes genre

If I add a downloaded song to ITunes it always lists genre as Blues. Why? I know I can alter this afterwards but can't understand why it happens, it's not the first one alphabetically.

Genius & iPod Nano 3g

Is it possible to use Genius on the 3rd generation (the wider) Nano? I can create Genius playlists on iTunes then sync but can't figure out how to create on iPod
