It is not a Tax!
that is just a Leftie ploy to discredit it!
Is he getting council tax benefit? If not, he can have a hundred spare bedrooms without penalty

Then there should be a "kennel" tax.
God knows how many times I've been in the "dog house" ;-)
It isn't a tax, it puts those in council housing on a par with those renting in the private sector. Like lot of new rules, introduced by any government, it was brought in too quickly and not thought through in respect of, for example, those who need an extra room for a carer.
