and that would be because a so called drunken guard shot over the official invdstigators' heads and they walked off in a huff

If so, what word can we use to describe the failure to even collect the bodies? Is there anything stronger than 'inhumane'?

I suppose it is Grief - what ever you do with the bodies, you get it in the neck. Leave them and they rot in the sun, and collect them you are not respecting them.
