For tax purposes a ship can carry fare paying passengers.

In naval terms a ship can travel under its own power, with sails or engine: a boat always has oars. A ship can have propellers, a boat cannot, so one cannot 'become' the other.

As a noun: to ship, to send by land, air or sea. To dispatch. So it depends who is asking.
