It doesn't really explain how the £400 will be paid. Is it cash or what? How do they will they've stopped and not just taken the £400 cash and promised to stop. It's very complicated.
No cash. The £400 will pay for the vapes, the therapy and the vouchers.
Every scheme is open to abuse, there are plenty of prescription items for sale on eBay for example.

Smoking is not a major health issue in this country. The effects of alcohol are 10 times more costly than the effects of smoking. But everyone likes to have a tipple don't they?
