I believe so, to an extent, though i think he exaggerates it for performance. Maybe he had some kind of painful accident.

Joe Pasquale is my ex-sister-in-law's cousin's husband, and according to my brother who met him at a family 'do', he does indeed talk like that, although he does accentuate it when on stage/ telly.

i remember watching an interview with him in which he said that as a teenager, his voice never broke which is why it is like that
