Richard Desmond, former owner of the Daily Express wanted to build on a former print works on the Isle of Dogs. But the local council and independent planning inspectorate rejected the plan.
So Desmond went to Cabinet minister Robert Jenrick, Housing Secretary who approved the development. A few days later Desmond dutifully made a £12,000 donation to the Conservative Party.
