My niece is getting married next week in Scotland. She will be doing a DVD of her wedding - can a DVD be transferred to a video?

Look for DVD to MP4 apps
Do you mean a video tape?

A DVD contains a video (usually) so where do you want the video transferred to? A tape? another DVD or a computer?
Do you mean to a tape? Probably easier to spend £20 on a dvd player

I do mean a tape indeed. It is not for me but for another person who has only the video player.

I have a DVD player on my TV in the bedroom. And I am not interested in weddings
Tell ur mate to get dvd player and live in the bloody 21st century.
I've got a machine that has a hard drive, a DVD drive and a VHS tape drive (made by Phillips, bought it about ten years ago). I can transfer from any one to any other of those formats. I'm sure if you look online there will be a company that will have the professional equivalent and do it for you.
People do video tape to DVD not the other way round.. We're evolving not moving backwards.
im sure it is possible to do it backwards but what's the point
Spath!!!
An uncle of mine sent me about 450 VHS tapes of old classic films which he knew I would enjoy. I purchased a second vhs to dvd dubbing recorder and transferred the lot to DvD. Many times someone gives me a holiday or wedding dvd and asks me to transfer formats for them. Some people just don’t want or need to update. My uncle did , in his 90’s, to our mutual benefit.
