Can an adult obtain a 1 year passport instead of a full 10 year passport

No - the passport to which you are referring (British Visitors) was abolished yonx ago - and was only valid for a few countries anyway.

is there any exception to this as a friend keeps telling me she always manage to get a yearly 1 and what countries could you go to on a year passpaort please ?

She's either lying, doesn't know what she is talking about or - maybe - is not British and comes from a country with different rules. Or hasn't actually had a passport since 1995
