Would it be safe to use the above device to hopefully improve the picture on a LCD TV as I get a lot of interference due to the pixels flashing green, and if it is ok what would be the correct way to wire it into the TV please? The booster I have is an `Hills, Antenna Amplifier Model ATV-30`

Yes it is safe. You do not wire into tv but plug it into the aerial line feed to TV.
It may be ok but you will probably need to upgrade your aerial.
Signal strength will be boosted to full power when your area goes digital.
