How do i connect a pc to a tv so that i can record off tv onto disk

You will need to get a video capture card or box, then install/connect it. They will normally accept RF, s-video and composite video connections. You will then need to connect the TV or aerial to the card and provide an audio feed. Most cards will come with capture software on a disc. Once it's all connected and the software is installed you can "tune in" your PC and use it as a VCR.
