When I went into Hospital last year I bought a Cheapie Huawei Accent Y300 to use as a PAYG 'phone, it's an all singing and dancing 'Phone but you can just turn off the bits you don't want to use, and still benefit from the performance
I quite often take it with me instead of my iphone nowadays

thanks - baldric it can't have the capability, even if you can turn them off - i want to take it into a "sensitive" area that doesn't allow that other stuff

chris - i don't really want £20 of credit either - i have a pay monthly sim to put in it

Is the SIM card you want to use a mini/micro or standard size? If standard, buy a used/unlocked older model handset (that doesn't have any of the features you mention) off ebay.
You may be missing the point. You sling the new SIM with £20 credit and effectively purchase the handset for £21. Probably cheaper deals out there though.
^^^I was going to suggest exactly that, O_G, until I found out that you could get the phone cheaper from Tesco.

thanks all - it has to not have BT full stop, not just the ability to turn off. Sim is standard size, not micro
