It seems very cheap.

If you Google for Microsoft Office 2010, it comes top, in the sponsored ads section.

This is an education website, you might well be able to get it cheaply if you have a student card - Microsoft do do deals for certain organisations. I got 2007 through work with an NHS discount for much the same price a couple of years ago - but it's user only licence.
No it is not a scam.

It is an atempt by Microsoft to "lock" everyone in to Windows/Office from a young age by giving it away cheaply.

If you have a genuine education email address (teacher, student, college etc) you can register and buy the software.
It's a well-known website, which is only authorised to sell to students

but, in practice, is used by many other people as well.

However OpenOffice

and Lotus Symphony

are both free, so there seems to be little point in purchasing Microsoft Office anyway.
