I believe that there is a custom in which the Chancellor, when delivering the Budget speech, may have a glass of something alcoholic.
It is not the Queen's speech asthat is delivered in the House of Lords
It's the budget speech. This came up on WWTBAM recently and the bloke asked the audience and 81% were wrong!
It's tradition that the Chancellor has a small scotch and water on hand to wet his whistle while he depresses the nation for an hour or two.
