Do they have to bend over the table and scoop food into the mouth using the tongue.

if they are unable to obtain artificial limbs, perhaps they get others to spoonfeed them?
With their feet....not a joke answer....they learn to use their feet as hands a bit like what monkeys do grasping things with them

It's amazing how they do it. My dad and I had tried to eat a large custard pie each once with no hands- it's so difficult! (great competition though) x
I saw a man with one arm and one leg (and no he didn't fall over) eating a plate of mussels and they were in the shells ! Honest !
