Maybe it's art. A statement, perhaps, on humanity's attempts to triumph over nature. Or an exploration of the corelation between fertility and construction. Keep it. Or sell it on e-bay :-)

It's part of a long-term experiment which is being conducted by aliens who have been monitoring the Earth for hundreds of years. Thay planted similar devices on people's doorsteps all over the world, and they are also monitoring human websites to see when and where and how long it takes before people start asking about them. This is all part of the process of working out the time when it will be most appropriate to invade the Earth, based on the intellectual development of the inhabitants. For similar reasons, they always appear in the middle of deserted locations whenever they visit so that there is only one country bumpkin to witness them who will never be believed.
