Not a lot from the look of the form. ButI can understand that it could be interpreted as discrimination against the mentioned gypsy/traveler grouping, so might raise the odd question. I'm sure he would have realised that.
There is nothing wrong with it that I can see. It would take a very flimsy soul to feel threatened by it. Someone has taken offence on the grounds of nothing at all.
It is the duty of a councillor to keep the residents informed of what is proposed in their borough. This man is consulting the people he represents and quite rightly so. Nothing whatsoever wrong in my opinion and should be commended. He obviously respects their concerns, if any, and this is the way to do it.
And theres nothing wrong with this, we all know they pay no tax and fly tip any rubbish from any work they have undertaken.

The police are obligated to look into some things.

If someone complained of racism they would have had to investigate. Good luck getting a response if your house had been broken into at the same time.

I would assume that not all Gypsies are travellers and not all travellers are Gypsies.
