The article below includes the statement :- ""The number of injuries from dog bites has been increasing in recent years. Between 1998 and 2018, hospital admissions for dog-related injuries doubled in England, with about 8,000 people admitted each year.""

How can they have doubled yet remained the same ?

That makes sense Bobbinwales, but not very well expressed.
Probably as Bobb says.

However a selective stat like that is useless, needs additional data such as number of dogs and number of dog owners for a start.

But I doubt we have that data as no licence is required.
In 1998 there were 6.34 dog-bite admissions per 100,000 of the population in England compared to 14.99 per 100,000 in 2018.

If the report had used, "currently" as in, "with about 8,000 currently people admitted each year.", it would have been better.

What a terrible way to die, poor woman.
There are a lot more dogs about. Not all of them have been trained to behave well. However, I think this was a rare incident where something caused the dogs to become over excited and uncontrollable.
Has the link changed? It talks about the the inquest on the dogwalker who died but no mention of any stats at all.
It was updated at 7:26 this evening.
