So a driver who is distracted and kills someone should get a slap on the wrist, the death wasn't malicious?
Hopefully the 'slap on the wrist' will be administered by all those who she caused to crash.
The cyclist didn't see her either. Next time, hopefully, they will move spectators back.
I should think public shaming on social media is a pretty nasty punishment.

Blimey - that's a bit of a leap of logic.

The woman was bloody stupid, but arresting her (possibly to face criminal charges), and the Tour suing her (presumably for money) is a bit of a sledgehammer to crack a nut, isn't it?

pixie: "The cyclist didn't see her either. " - well that's a silly statement. He's in the peloton moving at peleton speed in the worlds most prestigious cycling event. Of course he saw her but all he could do is swerve to his left causing the same crash. He chose to go straight on hoping the brainless bee hatch would get out of the way in time. Watch it again love.

Possibly the same, but only a guess, obviously. You would think a professional cyclist would be aware of possible hazards. Hopefully, they will move everyone back next time.
He was probably just concentrating on the road ahead and thinking about winning the race. I don't blame him at all, she is entirely to blame in my opinion !
I would say 70/30. I'm more wondering though, what would have happened if she had got injured? Whose fault would it be legally?

He didn't see it and didn't stop.// - he saw it he had no options he could not swerve he could not stop. Note her hand is outstretched under the sign look at where her hand is. If you seriously think the rider has even 1% of this you are 10000000000000% WRONG!
