Yes, I think when there are two things being compared the word is MORE rather than MOST (as for OLDER/OLDEST)

I think it would be disastrous to change from right hand drive to left. Most (many/more?) people on visiting other countries don’t drive while they’re on holiday. A few people might be disoriented for a while when they do.
If we switched, every single driver would have to change and roads would have to be redone. It would be a nightmare.
