It sounds like something that was originally done as a joke, but became real when they found there were enough dimwits prepared to actually spend money for one.

vulcan: "We used to have stiff upper lips in this country, now it seems we don't even have backbones. " - don't tar us all with that brush vulcan, I'm happy with no deal. It's only the establishment wetting themselves over the loss of a gravy train.
I don't see this business or other similar ones as con men - it was obvious when the news came out last July that the Government were drawing up plans to stockpile processed food that someone would see an opportunity.

As the lady in the article says, she has a history of stockpiling for hard times based on her past experiences, others who have bought into this will have their own way of thinking.

Companies prey on our insecurities every day - as always Caveat emptor.
"...she has a history of stockpiling for hard times based on her past experiences,..."

I wonder what "past experiences" have caused her to stockpile? The only time I've ever felt the need to stockpile was when I found the shops to be empty of goods because idiots had stockpiled (usually when a light snowfall had occurred, with drifting up to half an inch in places).
£300 for 30 days of food (I assume for one person) and you don't see it as a con ?

people were panic buying candles in 1973!
She doesn't go into great detail...

//"I've always been a person that feels it is important to make sure I've got supplies in and there's been times in the past when myself and my children have had to live on emergency food storage because we've had no money coming in.

"Does it matter if I'm being overly anxious? This stuff lives for 25 years so it's not going to go off and it means I've got something there to protect me in times of need and trouble."//
Encouraging panic seems to matter to me. Hasn't she cupboards full of provisions anyway ?
I don't know the woman, I have only read the article like you.
I remember that in 1974 there was briefly a sugar shortage (can't recall why). It was like gold dust; if you spotted a bag of sugar you bought it, irrespective of the inflated price.
I don't remember if it was national but certainly in London there was a Bread shortage in the late 70's. I recall petrol coupons being issued in the early 70's but had no need to use them.
On a positive note if we had to rely on Brexit Boxes think of all that International Aid that would come flooding in. International Aid from the EU priceless
