It sounds like something that was originally done as a joke, but became real when they found there were enough dimwits prepared to actually spend money for one.

When Brexit happens I'll still be shopping at Sainsbury's (other supermarkets are available) in the days, weeks and months after with nary a difference.
If people are gullible (and for gullible read stupid) enough to spunk-up 300 notes on a survival box, please send them my way as I have some magic beans for sale. Don't worry Gulliver, as AB's idiot-in-chief, I'll save some for you.
