Then everyone is wrong. However, I suspect that most people know the correct position which is this:
If you are banned for 56 days or more you have to apply for a new licence. However you do not have to apply “like a new driver” in that you do not have to pass your test again. You are simply issued with a new full licence.
If you are banned for less than 56 days you do not have to surrender your licence at all. It is simply suspended for the period of your ban and becomes valid again when your ban has expired.

Magistrates’ Courts no longer have facilities to take payments now, ‘Chico. All part of “streamlining” the service you understand. Instead defendants are issued with an “account number” and have to make payments either online, over the phone or at designated banks. For this reason they are normally given a minimum of seven days to ensure their payments get through the system. The dedicated phone line you mention is an unusual facility.

Katie Price is a very shrewd and clever woman who knows and plays the fame game inside out.
A pre-requiste of being famous for being famous (i.e. you have no particular talent, you just 'are' and people spend money on you) is that you must have attention paid to you as much and as often as possible.
To arrive at the court alone, as most people would do, would run the risk of being ignored. However, turn up with two burly minders, and an 'advisor' and paparazzi attention is assured - job done.
It's just Ms. Price doing what she does best, and she is very very good at it.

Save for the above she has no discernible talent (if the above can be described as a talent), but unfathomably has managed to earn shed loads of money over the years, although this appears to be coming to an end given her recent financial woes.
The only thing that surprises me about Jordan is that she hasn't done porn - although as her looks (such as they are) and celebrity wane, and the money dries up even more, I suspect this is only a matter of time.
