good idea wolf, worth a try. Arm it with a shotgun with minimal range, could work.
Arm it with a net and you'd probably get more success.

Shooting down the drone is not 100% guaranteed to be successful and could end up endangering the public even more. I am sure that the authorities would have done it by now if it were the sensible, easy and safe option. But it is instead closer to a "Last resort", if all else has failed.

And besides, shooting the thing down may solve the problem but would it not make it a harder to find the person who's flying it? I might be wrong there but maybe easier to trace the thing if it's not smashed up and destroyed.

I suspect the person responsible is the bloke who has invented a jamming machine that can neutralise drones and make them land, he is a bit miffed that the 'authorities' won't adopt them...
Get a small, light, fast drone with a small explosive on it.

Pilot it to to the big drone.

Detonate the explosive.

I did see it, yes, but it's still pretty clear to me at least that shooting the drone down is something the authorities don't want to do if they can help it. That's not the same as saying that they won't do it at all.
Jamming technology exists - it/they could have been jammed hours ago.

I'm puzzled over the fact that the "authorities" are NOT sure how to solve the problem; however, they were quick to state in the beginning that they ARE sure that it's not terrorist related.

Whether it's by drone, missile or bullet, there will be debris that needs removing. Drones and missiles are guided, unlike bullets.
