It sounds like a term coined by Brexiters.
The latest is that a customs union will be negotiated which will not actually be called a customs union but something else.

So, the Quitters are getting the excuses ready already. Furthermore they can't recognise the amount of damage they've already done although it's staring them in the face.
The problem is - or will be - that many Brexit supporters will say it isn’t ‘proper Brexit’ and so as I suggested earlier we will continue to waste our energies fighting the wrong enemy.
It’s as I’ve suggested before: the cry of many seems to be simultaneously: ‘Brexit is going to happen!’ when addressed to one lot of people’ and ‘but that’s not Brexit!’when addressed to others
Canary I would rather leave the EU than not. If using the term quitter or any derivative of that is the only way for you to comprehend the term leave then so be it.
And it isn’t an excuse for failure on the leave side. But all the remainers will have that failure imprinted squarely on their shoulders. Pretty much how remainers feel about if we were to properly leave.
The trouble is no one can define what leaving the EU should mean.
I suspect ‘pure Brexit’ will continue to be dangled as an ideal for years to come. God what a thought ...
