He was just resting his eyes.
They go there to sleep so that they have free time to do all their other busy stuff...

There must be something more entertaining on somewhere mun!!
>>>what is this member of the house of lords getting paid for sleeping at work???

Technically, nothing. (Member of the House Of Lords are unpaid). However there's a rather nice (tax-free) allowance that most people wouldn't mind having in lieu of a day's pay!

Wow , members of the house of Lords, unpaid, sorry I should have posted this in the jokes section.
Lol.
Buenchico's link answers your question - £300 per day if attending the House - nothing about having to stay awake.

Disgraceful use of taxpayers money.
I suppose the old duffers have got to go somewhere to sleep now that they're moved on from libraries and park benches. It's just sickening that they get paid for it.
The House of Lords used to be called Gods Waiting Room !

do they get nudged if they are snoring?
There are speakers in the backs of the benches for the hard of hearing; some members sit back to listen to those and do often look like they are asleep. Of course, there is always the possiblility that he/she might really have nodded.
...off
Monks used to have to perch on small seats so that if they fell asleep they would fall off

Might be an idea to revive the tradition
If fellow members who managed to stay awake resorted to this, perhaps the sleepers would be more careful.
