If they were not identical twins and it was down to which one came into the world first, and that happened to be a boy, then that would upset the planned new rules on succession.

Surely it'll be down to which one comes into the world first regardless of whether they are identical or not. As identical twins are usually of the same sex then the succession thing won't matter anyway.
And if it's a caesarean birth they could lift them out together and declare a dual monarchy ...
