well it is not against the Offences against the person act 1861 and doesnt count as an attempt either ( Attempts Act 1981)

But does it constitute "hate speech" (which I believe is criminal)?

Do the simplistic legal arguments cited meet the conditions of modern
diverse societies and the necessity of mediating between different groups?

I would suggest that hate crime legislation is a more flexible tool to deal with today's realities
