i always take them out, clamp the body in the crocdile clip of a jump lead. clip the other end of the lead to the battery then complete the circuit by touching the glow plug to the other battery post. this must be the bit that the power cable connects to. if you get it wrong a short circuit will blow the battery so be VERY CAREFUL. also, if the plug is working they get very hot very quickly. a far safer way is to do some basic checks with a test lamp to see if they are getting current from the relay in the first place.

another way is to remove the wiring going to the glow plugs and then connect an ammeter between the main lead and one glow-plug at a time ar eading of 11-20 amps will indicatethat the plug is working. 

If you havent got an ammeter or cant take the glow-plugs out do it this way: take all the cables off the glow plugs then connect a wire to the positive + of the battery, then in turn just touch the threaded end of the glow plug quickly and if you get a spark it indicates the plug is working. no spark means a dead glow plug (or poor connection at battery) if you get a noisy "crackin" spark it means the plug is short circuiting.

at the end of the day you could take them out to test as paul above mentioned.
