Anyone Know About This....

If a parking ticket from the council says:
"Served on dd/mm/yy
by civil enforcement officer (CE0) :nnn
who had reason to believe that the folowing
contravention had occurred.......etc"
does that mean that the council where made aware by an informant?

Sounds like the council are just covering themselves.
Their officer believes that a contravention has occured but given the amount of appeals over council parking fines they may expect a certain amount of alleged contraveners to appeal as a result of mitigating circumstances etc.

I wouldn't have thought so, it sounds like the normal sort of Plod warning "I have reason to believe you have just cooked and eaten three children". "Reason to believe" probably just means "you were on a double yellow, well maybe it wasn't signposted properly or something, but you sure look guilty".

i would like to think it was witnessed or viewed by the council, they wouldnt issue a ticket on information supplied by someone else( not sure about photographic evidence though)

Makes no difference, they would be 'acting on information received from the public' to use Police/legal parlance.

and even if it were - it doesnt invalidate it ( so long as they can prove it in the usual fashion photies etc )

I'm trying to establish if this is a result of someone imforming. I'm not challenging the process or denying the offence.

Do you think this is just standard wording then? I just thought it sounded like they where acting on information received as it where.

It is just standard wording. If somebody has grassed you up the council wouldn't tell you anyway.

A straightforward example. A CEO sees a car parked on double yellow lines and issues a ticket. He has reason to believe a contravention has occurred because he can clearly see that the car is parked on double yellow lines.

In the fact the car has broken down and the driver has walked to a nearby garage to arrange to get the car towed in. He can provide proof and the ticket is quashed.
