until we know that the car was being driven dangerously or that these people were in the middle of a busy road, its really difficult to demand a ban at this stage. least of all a blanket ban.
if this is causing death by dangerous driving, he'll get jail and at least 12 months ban anyway.
There is a charge of "causing death by dangerous driving" in the UK.

Death by motor need to be considered as murder, same as death by knife, gun, or any other lethal weapon. A car is a lethal weapon in the wrong hands, same as (or worse than) a long tailed comb in the 60's. I know. ridiculous.
Unfortunatley idiots like Jeramy Clarkson have made "going fast" something to be proud of.

While a good driver like Stig can go fast in a good car on ab airfield with no other cars it is very different from 18 year old "hot heads" doing the same in a suburban street where the speed limit is 30mph.

My daughter was nearly killed a year ago by some young idiot driving round our local streets in his small car, thinking it was "funny" to not bother to stop at junctions and roundabouts.

He came shooting of of a junction, hit my daughter side on and sent her spinning all over the road. Luckily she was ok, but she has been so upset by the whole thing she has not driven since.

So many young lads think they invincible on the road.

Like these two boys that were killed just a week or so ago (both lived near me and one went to schoiol with my son)

VHG. I totally agree with you about Clarkson being an idiot. He glorifies speed above safety and sets a very bad example to young impressionable drivers.

A young man in a car, any car, is a potent mix and high insurance premiums reflect this and act as a deterrent and , hopefully, modifies impulsive and irresponsible driving. Adequate and severe sentences should help to deal with the 'boy racers' who break the law, but sadly these measures don't always work and innocent people get killed. Then we have ' joy riders' who steal cars and drive recklessly. They should be treated the harshest in my opinion.
