Short of asking my daughter's flat-leasing company when we pick up the keys next week, does she, as a student, need a separate licence or is she covered by being with her address here. The issue is that here is licence-exempt as my mater in over 75 - so that is the complicating factor?

This tax/licence should go the way of window tax or beard tax. Commercial TV is funded by ads or subscription. Government funded TV should be via normal public funds. Then none of this confusion would arise.
Free licence for the elderly can be a complcation when they've gone. Had such an occasion recently, suddenly realised one had to remove the TV as the empty property wouldn't be covered any longer (one assumes). Put the mockers on staying there overnight to get the clearing done quicker: no WiFi/internet, no TV, blow that.
