If you have a dial-up modem on a normal phone line the answer is that you install a wireless network card in your PC and network his laptop to your PC and set up internet connection sharing. This means that your PC must always be on for his laptop to have internet access. do a google search for ''internet connection sharing'' and you find lots of stuff on how to set it up etc.....

If you only have dialup, I wouldn't bother. It'll be very slow if you're both using it at the same time.

If you have broadband, then you need something called a router. since you want a wireless one for your partner, you'll want a wireless router. simple enough. now here comes the tricky part:

if you have a broadband modem that currently connects to your PC through an ethernet cable (looks like a normal phone line connection), then you are fine and you can just buy a wireless router. But, if you have a modem that connects to your PC via a USB port, you'd be best off buying a modem+wireless router in one, and forgetting about your current broadband modem.

If you do need a modem and wireless router in one, then take note of what broadband connection you have: ADSL or cable. If your provider is NTL or Telewest (or others), then it's cable. If your internet comes through your regular old phone line, and you use one of those micro filter thingys, then you have ADSL. The modem bit of the modem+router is dependant on what connection you have.
