Depends what kind of certificate you are talking about...

If this is in relation to a Lasting Power of Attorney - there are two types of Certificate Provider:

Category A
Knowledge certification
� a knowledge-based Certificate Provider is someone who knows the Donor personally and has done so for at least two years.

Category B
Skills certification
� a skills-based Certificate Provider is someone chosen by the Donor and who considers that they have the relevant professional skills and expertise to certify the LPA.

The following are some suitable skills-based Certificate Providers listed on the form:
� a registered healthcare professional, including a GP;
� a barrister, solicitor or advocate;
� a registered social worker; or
� an Independent Mental Capacity Advocate (IMCA).

The form also specifies that someone can be a Certificate Provider if they consider that they have the relevant professional skills and expertise to provide a Certificate but are not one of the professionals listed on the form.

If it's in relation to Certification per European Standard EN10204, then a Quality Manager is eligible.
If its in relation to a swimming certificate, then your instructor is eligible.

...and one would hope that the type of certification raised in the latter replies would have meant that the original question was placed in Business and Sport respectively, instead of its present residence in Law.
Actually, mine was a genuine answer - certification provided under EN 10204 are legal traceability documents used for components in petrochemical, aerospace, military and scientific applications, among others.
