Ideally I'm looking to plant something at the foot of my fence so that it grows upwards covering the fence. ( the fence is my neighbours & won't replace. It is tatty looking)
I looked into phlox but this only grows 2 ft high. So recommendations welcomed.

^climbing hydrangea are pretty and can be trained on a trellis, I also have a tree peony which is gorgeous
Any ivy but buy a biggish plant, Also Cotoneaster, the horizontal type which will grow quite quickly have pink flowers in the summer, red berries in the autumn and usually keeps its leaves all winter.

There are loads of things with very good suggestions above especially the climbing hydrangea. You could also look at various clematis and of course the rampant Russian vine. My phlox grow to at least a metre but they are perennials so die back to the ground every autumn so much of the year they will not cover the fence. You really need something evergreen if you want it hidden all the time.
Cottoneaster fits the bill, as per TantP, but the berries are poisonous I think.
Have a play with this:

NB: You DON'T have to fill in every box. Simply choose a preferred height, set 'Habits' to 'Climbing' and then enter any other information which you think is important to you.
I'd have a look at species of ivy. They're some excellent variegated varieties, evergreen and good for wildlife.
Clematis Armandii grows quickly and is evergreen as well.
Don't get a Russian Vine. Rampant is an understatement.

They move around the garden themselves

Loving the Lonicera 'Celestial.
The Boris creeper?
tends to have a reputation for sleaze,
and lies very nicely in any garden
No better creeper than the boris it creeps into every space and party
covers up any ground or garden blip seamlessly
you know you are doing something right when the rabid left even twist horticultural questions to an attack! Well done Boris I love the way you contort the left with rage. You must be doing something right if you are upsetting these popinjays.
Clematis Montana 'alba' (white) or 'rubens' (dusky pink) would do it. I've trained them over wire-netting fences and they look wonderful. Can reach 40 ft!

They look pretty too Jourdain. Will be checking out my local nursery.
Trechelospernum jasminoides
I'd go with the Cotoneasters if you want good camouflage all year round and the bees love the berries !!
