ask the council
Creosote is no longer permitted.  He may well be right
tell B&Q  Wicks etc etc they still sell it

They don't you know. They sell creosote substitue.

Genuine creosote is available but only in industrial sized drums and is meant to be sold only to qualified people.

Not sure why you'd creosote a wall? a fence yes but a wall?

Anyway dou the pair of you live in a conservation area, or in listed properties? that'd definately require consent.

I also don't quite see what the handyman would achieve by telling her that if it wasn't true.
