What do they call the wood backing on a rain gutter,that holds the gutter to the house.

Often referred to as soffits but this isn't strictly correct as that's trhe underside (parallel to the ground)

It's the fascia board.
Agree with gazza. Also sometimes called a bargeboard (though I've no idea why!)
I haven't checked these terms in a dictionary, but during my apprenticeship I was taught that the fascia is the one you're referring to, the soffit is as jake-the-peg described it and the bargeboard is usually the vertical timber which goes up the side of the roof at the gable end (or at a gradient.)
