Could be spam, could be someone sending you an email to sign up for dropbox (so they increase the size of their dropbox), or someone has sent you a file through dropbox.

If you're not sure, I would leave it :)

yep, sounds dodgy to me. All these 'you have 1 new message' pop-ups are usually iffy.
